Tldr; The God’s Knights are simply dressing up and changing their appearance to resemble their enemies for a tactical advantage.
By disguising themselves as these prominent pirates and revolutionaries they will wage a campaign of public disinformation to turn the world against the RA/pirates by committing atrocities using their appearance. “Sabo” is a GK in disguise.
The intentional manipulation of their appearance to mimic prominent enemies of the government makes a ton of sense, even if it just turns out to be makeup and hair dye. They could infiltrate their opponents, fool their allies, or do horrible things wearing their faces and ruin their reputation.
This would explain the picture of Sabo standing with Cobra’s body that was published by Morgans. Sabo was clearly depicted as on Lulusia when it was destroyed, though he would survive due to his flame powers. He was potentially picked up by the Yonta Maria fleet, hence their quick reference during Vegapunk’s message.
The ‘Sabo’ who showed up at the RA base is the same GK that posed for the picture as Sabo. This is why he gave that bs about transponder snails routed from another island to explain the discrepancy in his location when he placed the call. This is also why we just so happened to learn about God’s Knights at the exact time we saw the first one.
It would also explain the resemblance the GK silhouettes bear to other characters.
It is exactly the kind of gimmick Oda would use.
It’s also exactly the kind of thing that would work on Luffy. He is about to have this exact interaction with the pseudo-Shanks. It is still possible for Shanks to be this guy’s twin brother or something like that while maintaining the rest of this theory. Having the famous pirate twin brother may in fact have been the narrative inspiration for this strategy.
