I do not believe that the Oden who appears in chapter 1007 is the real Oden. Whilst my first instinct (and wish) was that it would be Catherina Devon, I realized at some point that we can have a much more grounded explanation than the injection of Blackbeard Pirates into the war. So, the announcement was made that the scabbards were injured and are in certain location. Out of all the people who heard this, there were the members of CP-0. Now, we have not seen the Hypnosis devil fruit in the story yet. It is not far fetched that a member of CP-0 would have eaten such a powerful fruit. Deception is part of Cypher Pole's MO, so that only give this theory more credence.
I assume, of course, that Toki and Kanjuro stays dead. And I saw the suggestion about Onimaru being the Oden. But if Onimaru could have transformed into anyone, I doubt Oda would have given him such distinct human look in the first place. Besides, we do not see the signature eyebrows from him on this Oden. AND, I cannot conceive why he would play such a cruel ploy on the Scabbards.
Now, as far as CP-0's motivation, I think it is fair to say that their GO board looks quite different from what they had started with right about now. If the perceived weaker side (The alliance) wins, it would be easy for them to take the victors out afterwards. That being said, I am not saying that this "Oden" or the CP-0 members are planning to fight against the Yonkou. No, this Oden is supposed to throw in a bit of chaos into the mix. Scare Kaido, motivate the alliance, and shake up the Yonkou side enough to make the victory of the alliance a lot more certain. Remember, CP-9 members served exactly this purpose in Water-7. Introducing suspicion and chaos in the people, and taking the victory in the end.
