Passive) [Six Paths - God Tree] - If a Juubi Jinchuriki is alive for at least 1 cycle, they will auto-evolve the Juubi within them into the God Tree. The God Tree requires 1 cycle to bloom a Giant Rinne-Sharingan after it is summoned, warning all players of the incoming doom.
(Passive) [Six Paths - Mugen Tsukuyomi] - After the God Tree blooms and if there is still a Juubi Jinchuriki alive, the Juubi Jinchuriki projects the God Tree's Rinne-Sharingan onto the moon, completing the Akatsuki's win condition and ending the game for everyone with your team's victory.
(Hidden Passive) [Innate - Shattered Reality] -Should the current Juubi Jinchuriki ever get sealed by a Six Paths Chibaku Tensei, the God Tree will be sealed alongside them in the cataclysmic event, foiling the entire Akatsuki's initial plan. The remaining Akatsuki, if any, will gain a regular factional kill and can now only win by controlling majority. There also exists other means by which the God Tree can be shattered and alter the Akatsuki's initial win condition.

(Night) [Six Paths - Juubi Dama] - After the Juubi is summoned, your team can now carry nightly factional kills. These kills are untraceable to any member of the team and will have the flavor of Juubi Dama as the killer.
(Day/Night) [Six Paths - Juubi Jinchuriki] - After carrying one successful Juubi Dama factional kill, your team can select one member at any time to immediately become the Juubi Jinchuriki. If the current Juubi Jinchuriki dies, a living member of the team has to absorb their Juubi Jinchuriki powers at the start of the following cycle and continue the project. The Juubi Jinchuriki gains a slightly updated role and is immune to all type of jutsus except Six Paths, Senjutsu, and Taijutsu.
(Day/Night) [Six Paths - Truth-Seeking Balls] -When a Juubi Jinchuriki exists, only they can perform factional kills, and they do so in the form of Truth-Seeking Balls. These kills cannot be passively or actively guarded from in any way possible and will always find their target. Can be used during the day or night, once per cycle. Kills will show the flavor of Truth-Seeking Balls

So, I assume Urek is being sealed soon, so that means the scum team gets faction kills. If they carry out one successful kill then one of them becomes the Juubi Jinchuriki.
From that point forward it takes one cycle to summon the God Tree.
And from then on another cycle to use their final move.
Which means there’s a minimum of 3 cycles they still need.
