Black Horse was introduced as the director of the Navy Bureau of Investigation. We see him directly reporting to Sakazuki. This, his name, and title all suggest to me that he is a very high ranking marine, likely right below the admirals.

imo the Navy Bureau of Investigation will probably be one of the strongest marine groups. Significantly above the egghead VAs and probably stronger(at least for now) than Sword.

I think it consists of:
  • Black Horse
  • Brown Pig
  • Pink Rabbit
  • Smoker(White Snake)
I think Sword could be under NBI, as Drake did do espionage. If so, I think Drake could be directly under Smoker, as it’s suggested Smoker will meet up with Sword at the hospital.

Smoker being above Drake and Koby would parallel the old gen marines.

Smoker = Kong
Drake = Sengoku
Koby = Garp
