Netero cant really do anything against Pouf. His body will keep on spliting everytime hes hit with a physical attack. Netero would need some kind of energy attack to destroy his cells....but all hes got is zero hand. I doubt he could kill all of Pouf clones with it.
Pouf waits him out. He has far more aura reserves. Eventually Netero will run out....thats when Pouf attacks.

I don’t know if that matters considering how strong and fast Netero is. Pouf hasn’t shown anything to suggest he can significantly damage Netero. Netero is also smart and could deal with his tricks.

Netero didn't train all his Life to be beaten by New Nen Users, even if They have Insane Stats,
Mereum was the Exception cuz that's the whole point of his Existence, to be too Strong.
Netero would win against Pitou and Youpi cause 100-Type Guanyin Bodhisattva would be sufficient for them, but Pouf is a bad match up due to his division and Netero would need his Rose to defeat him.
Honestly hard to say. Pitou didn't seem that affected by netero's palm attack but we do not know how many attacks she can take. Either she outlasts netero or netero beats her after a long fight.
I'd bet on Pouf, the story clearly puts Royal Guards above Netero, and Netero can't actually kill Pouf since he can reconstruct himself, at worst it becomes a battle of attrition, which Pouf easily wins through his vastly greater amount of aura.
