My theory is that the Numbers were made in the opposite order to what their number would suggest, meaning Juki was made first and Number 1 was made last. My reason for this is that among the Numbers introduced so far (Jaki, Goki, Nangi, Hacha, and Juki), the closer the Number gets to 1, the more it looks like an actual Ancient Giant. The only similarities Juki has with Ancient Giants is that he’s huge and has horns, but other than that he looks way more like a wild beast than an Ancient Giant. Whoever made him was trying to make him look more beastly than a normal Giant, but overdid it and made him look like an animal. Perhaps they tried toning it down for Kunyu (9), but he still looked too beastly, so they ended up over correcting for Hacha and as a result, he ended up looking just like a regular Giant, albeit taller and with horns. Nangi looks less human than Hacha and thus more like an Ancient Giant than Hacha, but he looks more like a Yeti instead of an Ancient Giant. Goki would look pretty similar to Oars if it weren’t for his neck being too long and his limbs being a little too scrawny. Jaki looks the most like Oars out of all of them, but they made him a little too short and fat. If you’re wondering why their creators would number them in reverse order, then perhaps they just decided to name the Numbers after their laughs, which they do very frequently and just so happened to be number-themed. It seems kinda contrived that the Numbers would just so happen to coincidentally have laughs that count down in perfect order form 10 to 1, but Oda is having people out there literally named King, Queen, Who’s Who, and Page One, which no sane person would ever name their kid, so this isn’t really an issue in Oda’s mind probably.
