Oda does kill off characters, it's just not consistent. Why that is, I have no idea. Why he choice not to kill off characters against two Yonkos but decided to kill off Pedro in WCI, I have no idea.

List of characters killed during the arc that was not part of a backstory:
  1. Whitebeard
  2. Ace
  3. Pedro
  4. Yasuie
  5. Monet

Oars Jr. isn't dead...

9th is the magistrate, 10th is Mr. Go, 11th is Ashura Doji, 12th is Kanjuro, 13th is Orochi, 14th is BM, 15th is Kaido...

It's rare but he does kill characters, unfortunately it's mostly to serve as a crux for specific character arcs, so their deaths are more often used like plot devices which is unfortunate, though some of them have had good sendoffs (like gigachad WB not even collapsing after all the shit he took)

Unless I see Vergo, Monet, Yasuie and Pedro confirmed dead in a databook after Wano when we should stop having the minks around, I ain’t buying it, people said Pound was dead too, Oda is not above having Pedro show up and say “thanks for avenging me” to Nekomamushi during the celebration party. Shiryu is Absalom without his facial transformation courtesy of Hogback, Ace just dyed his hair blonde, Whitebeard just changed his name to Blackbeard because a white moustache makes him look too old and he just wants to have fun with some ladies right now, as we can see in Beehive island, there, nobody died in OP.
And Higuma was just a paid actor Shanks the snitch gave 50 bucks to make him look cool.
