But to address this, I think the giant SH doesn't belong to JB, nor to Nika. I think it's a promise made by either of those two to the world. By now it's generally understood that the strawhat is a symbol for the rising sun, in other words the dawn. I believe before the AK was defeated, someone promised to the world that Imu's actions will be punished and the world will return to its former glory. Those who heard the speech started using symbols to remind themselves and their dears of this inevitable dawn. One of the symbols was the strawhat. I don't expect the one Imu keeps in his basement belonged to an important person; it simply belonged to someone who knew about the promise. Maybe, like Toki's words to Orochi, the hat is woven into a prophecy, and Imu kept the SH to remind himself of its omen.
