Oda's biggest failing with Garp is making him a mediocre Luffy clone. It doesn't work. Luffy's selfishness and "out of sight out of mind" approach to morality only works for him because he's a pirate. He isn't meant to be a hero, nor seeks it. He just fucks up bad people doing bad things in front of him because he doesn't like it. Otherwise, he doesn't give a shit what your situation is.
An enforcer of justice should have a stricter, more hierarchical view of things than someone as free living as Luffy. That's why Akainu works. His sense of justice is in-line with following the law, even if it's at the behest of a psycho cabal of slave-driving lunatics.
