In every arc since the Grand Line where a power system is clear, Zoro always gets the strongest. Mr. 1 is before Mr. 2. Ohm's survival rate is 0%. Kaku's Doriki is higher. Where do you get that Ryuma and Hyouzou are weaker than fucking Absalom and Wadatsumi?

Arlong Park is irrelevant since Zoro's been nerfed by Mihawk.
