As we know, Judge's dream is to conquer the north blue. However he wasn't able to do that with Germa's strength alone, so he sought an alliance with Big Mom.
This means that there must have been some sort of a force in the North Blue that even Germa 66, with all their strength, couldn't overcome. What could this have been?
One possibility is that this force was simply the marines, who could interfere in a war between two nations of the WG. In this scenario, Judge having BM's backing would prevent the Marines from interfering, as the marines don't usually interfere with the affairs of the yonko. Still, I think there is more to it than this.
Judge has attacked Kings in the North blue before, so I think its possible that the WG simply doesn't care if two of its members go to war with each other, so long as they get their heavenly tribute. In this scenario, Germa cannot conquer the North Blue because there are other countries that are more powerful than it. This scenario would be quite surprising, as we have seen that the warriors of Germa are capable of clashing with Yonko veterans.

So if there is some sort of kingdom in the north blue capable of opposing Germa, who would it be?

The character with an earie resemblance to Nazi leader Adolf Hitler, while never named in the manga, was named in the Databook. His name is "Chap" and apparently he is a king in the North Blue. In the last page I showed, it seems that Chap is a considered a "greater power".
This, along with the fact that he is from the North Blue, means there is a very high chance that he is the one preventing Judge from conquering the north. What's more, there is a parallel between the two in that both seem to be based off the Nazis.

Ultimately, I think that there is a real possibility that Chap isn't just another fodder background character, but possibly a more successful, more evil version of Judge.
I think its very likely that in the final war, Chap will side with the WG, with Judge and the Vinsmokes ultimately needing to take him out. Alternatively, I think its possible for him to be a Sanji fight. With Queen, Sanji defeated one of Judge's major rivals. I think Chap could be a similar thing.
Right now in Egghead, Luffy is fighting Kizaru. Say Luffy defeats Kizaru in Egghead. Kizaru retires, is killed by saturn, or just goes MIA. Then the WG would need to replace him some how. What if Chap ultimately ends up getting drafted to replace Kizaru? Then when Luffy has his final clash with the marines(probably in an arc between laugh tale and mariejois), Luffy beats Akainu, Zoro beats GB, and Sanji beats Chap; with Fujitora leaving the marines.
Anyways, fuck the nazis, but I just wanted to share this connection I found.
