The well Minisburn is the well of knowledge and relates to the tree of knowledge at Ohara which contained the secret knowledge of the void century at its base.
Hvergelmir is the roaring cauldron that sucks in all the waters of the world to feed Yggdrasil. Reverse mountain sucks in all the waters of each blue. The roaring cauldron is likely located at the base of reverse mountain which creates this effect and also where Laugh tale is located.
But there is no tree being fed by this well. This tree was likely destroyed or moved, the removal of which caused the world to flood because the tree was no longer absorbing some of the water of the roaring cauldron.
To save the world Luffy will need to replace this tree which will drain the oceans down 200m and bring dawn to the world again.
