Honestly I think they should be able to carve their own niche in the comic books becoming powerful as the kingpins of their cities. These guys might even overthrow rulers of a country and plunder so many cities even planets( just joking)
Capone is a tank has an assassin and advisor who can assassinate as well. He could get more street levelers under him
Doflamingo has Pica who is deadly in Stone
Crocodile has Daz Bones and Doublefinger a trained killer. Will probably gain more mercenaries
