Mightiest = Most powerful
Among the most powerful in the World.
Not all the strongest in the World possess AdCoC, but a handful of them do.
FS is very rare, and you will only find it among the most powerful people in the World.
It's the same damn difference.
Unless you want to try and argue Yamato > anyone without AdCoC.

There are millions of haki users, everyone can use armament and observation haki, only 1 in a million have conqueror's haki, only the very strongest amongst the 1 in a million can use conqueror's coating. One of the very strongest uses FS as an afterthought.

Elbaf is known as the Mightiest Nation, but I guess since they aren't called the "Very mightiest nation" there is actually stronger nations out there.
