One Piece sales has been declining since Fishman Island.
It's seen as an outdated "Dad" Manga in Japan as I heard. It's basically to 10s Manga what U2 was to 00s Music. Uncool and mainly liked by dads trying to relive their childhood

One Piece literally has the Artstyle of a 90s manga and the Humor of a 80s shounen. You are delusional if you don't think that doesn't hinder it when it comes to attracting younger audiences

I'm not, One Piece didn't have same jokes as just few years ago. You should again analyze when OP downfall started. It was popular, but then it dropped in sales. What happened? OP became shitty after timeskip, but Wano arc is most shitties arc overall. It's worser then any average shonen. It is riddicules. And false hype didn't help there tho

One Piece jokes have always been Dadjokes that mainly appeal to either 12 years olds or 30 years old dads. Which is the demographic that One Piece mainly appeals to anyway, most people who buy One Piece are 30 years old Salarymen who are the Japanese version of Middle aged men who enjoy Seth Rogen and Adam Sandler movies

This is stupid, you call me delusional but keeping telling about yours aggenda. This is just yours headcanon. People who started watch OP even in 2015 enjoy arcs before timeskip, while they didn't enjoy anything after timeskip. This is not about age thing, this is about quality drop. Manga became real trash, if you don't understand what changed in it, it's yours problem.

People have Rose tainted views of The Pre Timeskip
I remember reading Sanji calling Usopp an idiot for thinking that Luffy died to Crocodile. Then I saw Mr Morj say that The Strawhats reacted worse to Crocodile defeating Luffy than when Kaido did, even though Chopper had a mental breakdown which he didn't do in Alabasta where he and Usopp kept their cool
This proves that a lot of people are speedreaders , Including the Clown Morj himself
Then you have people talking about how the Strawhats struggled more against Pre Timeskip Antagonists when I reread the Manga several times, Pre Timeskip Antagonists were literally defeated just as easily as The Flying Six Lmao, East Blue villains were clowned hard, Enel and Moria's Crews were Looney toon level clowns and you had Wapol and Foxy. Even the CP9 and Baroque Works weren't that threatening especially with the clown tier Key game that a supposed team of professional assassins decided to play
the fact that a lot of users expected Wano to be 90% Hypermasculine Seinen looking Samurai fighting each other proves that a lot of people flatout don't understand One Piece and think it should be like some shitty Frank Miller comic
The next volume this week should One piece the chance to rise at least as number 4.
Or does the next volume not counting in?
Overall doing it for 20years and still having such a huge sales means a lot.
Several circumstances/explanations coming together but the main two:
1) Yep, the series has been in decline, no matter what some people might say. The last true great arc was Zou if you can call it an arc, everything else post-TS had its highs but many lows. And having that few highs among so much lows takes out even the most loyal readers. For me the last true great arc (besides Zou) that made One Piece what it is was Thriller Bark.
So you lose at least some long time readers, even if it´s only 20% or so.
2) Far more highly viable competition within the same genre that are also shorter and thus more accessible. Shingeki is clear, despite the ending, it was really a great manga (and it ending explains its sales). Kaisen has one of the most badass anime ever, same for Yaiba which further support the manga. And they have their basics right, unlike Naruto and Bleach (the competition of the past) which despite their immense fanbase had so many amateurish faults.
So you also fail to attract new readers which rather go to other series within the same genre. And to be honest, the far superior anime adaptations also play into that. One of the biggest management mistakes of Shueisha was to give Toei the exclusive rights on the anime, all in an attempt to create the new Dragonball pretty much. To be fair, it went really really well for two decades, so calling it a mistake is presumptuous, but it´s not really appropriate for the current anime and studio landscape anymore.
Has nothing to do with artstyle or whatever, that´s utter nonsense by the way. Yaiba has frankly very shitty art in its manga, but it´s irrelevant since the anime looked so tight and drew so many people, people got hooked on the narrative as by-product and the art became irrelevant. If OP was on target like it was pre-TS, the artstyle would not even come up.
Also, regardless of whether OP purposely did not post it or did not know, the volume chart looks a bit different.
Yaiba is basically still selling old copies due to anime hype, Kaisen is a mix of new and old, SnK got new readers since it ended, and many people wait for something to conclude before starting to watch or read it, MHA had 4 volumes out this year iirc (might be wrong), but all of them individually sell less than OP.

Pre-TS the reactions were appropriate. Chopper and Usopp cried in disbelief when Merry Christmas claimed Luffy is dead, yet still tried their best to persevere through. Post-TS, it is not appropriate anymore since the doubt regarding Luffy should have been dealt with through the timeskip, regardless of who they are fighting against since they all, consciously, sacrificed their 2 years and at least mentally their dreams in order to grow stronger for Luffy, because they 100% believe he will become PK no matter what.
Robin sacrificing herself because she feared that the Strawhats would betray her once they are confronted with overwhelming enemies is appropriate pre-TS, Sanji doing the same for WCI was not anymore, because of the TS.
The comparison between F6 and the pre-TS guys you mentioned is not legitimate since the intention of Oda is important, and the context of the characters.
East Blue villains were all supposed to be anti-thesis for Luffy, while being clowns clinging on stuff that do not matter. Luffy was not supposed to struggle whatsoever. Everyone around her feared Alvida, she was just a decently strong fat woman, Buggy was literally a clown yet feared, Kuro for all his prowess still betrayed his flag and his name by hiding, Arlong only acted the way he did since he went to the weakest sea to a weak island because he could not do it in the Grandline.....
Foxy and Wapol are supposed to be clowns, Enel´s supposed god-like status was supposed to be dragged down, same for his priests, Thriller Bark was supposed to be the breather arc between the heavy W7/Enies Lobby and Shabondy/Marineford stuff, Moria was supposed to be a joke that got crushed mentally in the New World...
But we were promised that this now is the sea of people are the real deal, the competitors of the highest level. It has nothing to do with expecting hypermasculine Samurai (which only applies to bi curious Zoro stans anyway), it´s showing and doing the appropriate things for the place we are at the story right now, and Oda did not deliver on that part.
And to be fair, partly Oda intended that to underline how special the Strawhats are, but at this point and place of the story, that´s lackluster to be honest, and a mistake. He promised to show real contenders, we expected real contenders, but here we are.
