This chapters reconfirms that Whenever a person calls someone "brother/partner" than he usually does to others, it means the gap isnt that big between him and that person
Doesnt usually mean Partner /brother =/= equal in strength. It is more about trust and bond tho.
In some cases it means near equal in power, some other cases it means close
and other cases it just means equal sharing of Political power or business deals as Kaido and Orochi...
The only time Oda showed "brothers/partners" being near equal is with Sabo vs Ace as kids until they grew... or closer , Garp and Roger having multiple battles.
ASL have a brotherhood With Ace and Sabo being near equals and Luffy was catching up
Calamities have sort of brotherhood with king and Queen being near equals and Jack being the youngest & weakest.
Sweet commanders are siblings with Kata strongest course, Smoothie and Cracker pusues kata to high diff 1 vs 1.
WB and Oden have a brotherhood with Oden being close to WB , I'll say he can push WB to high diff at best.

Garp and Roger are partners with Roger having a clear edge tho, Garp pushes Roger to extreme/high high diff base don the fact they fought many times yet unsettled score.

I believe WB viewed His Rocks crewmates as brothers/Sisters especially Shiki BM Kaido coz he saw their potential.. .kaido was catching up while WB and BM were neck to neck.
