Yes, sometimes he redraws old chapters regardless, as long as they're not released in the volume yet. He can't change chapters from volume 18 for instance since it came out a long time ago, but the events of volume 22 (hasn't come out yet) can still get changes, and that volume includes chile emperor vs phoenix man fight.
