Tldr; Are the Gods Knights simply dressing up and changing their appearance to resemble their enemies for a tactical advantage?

The intentional manipulation of their appearance to mimic prominent enemies of the government makes a ton of sense, even if it just turns out to be makeup and hair dye. They could infiltrate their opponents, fool their allies, or do horrible things wearing their faces and ruin their reputation. This would actually also explain the picture of Sabo standing with Cobra’s body that was published by Morgans. It would also explain the resemblance their silhouettes bear to other characters.

It is exactly the kind of gimmick Oda would use. I definitely think this is possible, although I think that narratively there is more evidence for cloned former slaves.

There is also the intriguing possibility that Koala was never truly herself but Gunko in disguise as a double agent. That’s less likely, but it is possible.

It’s also exactly the kind of thing that would work on Luffy.
