Garling slaughters civilians because they are nothing to him, he's that higher up on the hierarchical scale.

You're contradicting yourself.
If Shamrock were weak, he'd be afraid of Loki getting freed and wanting revenge.
Instead, Shamrock actively encourages Loki to find him, knowing fully well what the Elbaf royalty is capable of.

Again, you're letting your own moral compass cloud your judgment.
These are not people; they are characters. Evaluate them from their own POVs, not based on what you would do.

Lots of Rocks Pirates will die, one Gorosei will die, and some God's Knights will die.

IMO God Valley crippled the WG's power for a bit, which is why they had a hard time stopping Roger in his era; they were rebuilding their forces. Also why Loki got recruited: they lost a lot of people on God Valley.

Nobody predicted that gv was gonna happen partly because of that bitch shakky before this flashback started.

I think at this point, oda is going purely for subversions of fan theories. So whatever shit makes sense, prolly won't happen. Cause he's so insecure that peeps are predicting his story that he's altering it without any thought about good storytelling.
