Not necessarily, he seemed pretty hesitant to mention anything about Rocks even in private with his fellow Marines...seems like he and Garp largely stay mum about the entire thing, and they probably knew the whole world would find out if they said it at Marineford. I won’t say that this means Rocks absolutely had the Yami Yami no Mi, but I don’t think Sengoku’s silence is definitive proof that he didn’t.
