The murder of Cobra was not a part of the plan. Killing a good man like Cobra would be a shock and how would you feel if one of your friends murdered someone loved throughout the world.
Maybe they were shocked he killed Cobra?
It must not have been part of their plan and such a rash decision could have been interpeted by the rest of the RA brass as Sabo being unhinged or whatever.
Maybe they didn't or couldn't contact HQ after they escaped so dragon didn't know. We didn't get the full story for what 3 or 4 weeks in op real world time so there's reason to believe for some reason they weren't able to tell dragon.
