Neptun wanted to marry Loki to Pluton. The two are already talking through the Winter Snail. One lives directly under the Eve Tree. The other on the Adams Tree. Both were subjects of prophecies. With all that in mind, it is likely that the lightning that came down on the Adams Tree was summoned by Loki, who is Uranus, not by the hammer.

Why would a hammer be able to bring forth thunder? Doesn't look like high tech or a dial or a Devilfruitweapon. Many have the same misunderstanding with Fujitora's sword. They claim that the sword contains the gravity power, because Fujitora draws it when he uses his Devilfruit. Obvously a sword cannot eat a Parameciafruit. It is just a sword. It doesn't look like a devil fruit weapon or a high tech dial weapon. Only zoan fruits can be eaten by weapons.

Is probably why people think Ragnir is one. Vegapunk discovered how to make zoan devil fruit weapons in his lifetime. The void century was known to be far more advanced than ours. Giants even have a history spanning thousands of years. Perhaps in the ancient past, before the knowledge was lost, men used the power of the fruits as second nature. Maybe a giant queen married a tontatta king, and to usher in the alliance the herbalists of the tontatta and the smiths of the giants long ago created ragnir, a hammer infused with a fruit. Or something crazy like that.

Vegapunk also can only clone paramecia and zoan fruits. But does that mean only they can be cloned, or he did not yet understand how? Also, Oda didn't help the matters by conspicuously putting what looks like Ragnir behind the chest in the start of Loki's flashback.
