Rakuakan. The others don't have the strategical capabilities to compete with them. This isn't some 20k vs 20k, where having 2 martial monsters you can easily finish the opposing army. This is a solid 100k vs 100k, and the vastly superior strategist in this case will have the advantage.

Juuk'ou is what really made that Juuko war as hard it was, being able to strategically counter Tou & GHM, Man'U & Sentou really just acted as strong pawns and GenU as a solid complimentary piece.
