Rank these commanders on tacticial ability alone

It feels wrong to me to have Kanki amongst those people, as Kanki wasn't someone who grew up learning and studying warfare. He became a different kind of genius. I also have some doubts on where Gohoumei would be sitting right now. Anyway, these two aside:

1. Riboku
2. Ousen
3. Shouheikun
4. Karin
5. Gokei
6. Renpa
7. Ouki/Tou
8. Reiou

Kanki is the most odd one to rank, since he's very different type of tactician that wont do things by the book. But considering his short term results Hara did gave him an awful lot of hype. It's in the long run where he becomes a double-edge sword and I totally get why some people would place him low based on that factor.

You put the guy that took on 50K Chu with only 5K men, pulled off a Bell Formation under circumstances so bad the author wrote pages of text boxes to explain why and was explicitly called out by the head of the Wei military for having seen and done it all last.

Kan Ki being in your Top 3 is wild as it is, but having Tou last is some hater ass shit.

I put Tou last, because out of those characters so far he shown the least in terms of planing ability and more sofisticated view and control of the battlefield.

I don't see what is so controversial in this placement. Some people above him are China's greatest minds and chiefs of military affairs who reached the top almost purely on the virtue of their strategy. There's nothing wrong with Tou being below them. The knowledge stat Hara gave him also seem to suggests he's the least capable in this group which makes sense considering he is 'jack of all trades master of none' type general.

Strategy is the what, tactics is the how. It's the difference between setting objectives and taking the necessary steps to achieve them.

You've conflated the two, which explains why your list looks the way it does with
  • Kan Ki at #3 despite the fact he was pretty much a one trick pony that had to sacrifice his personal army to escape Gishi Plains and ironically lacked the strategic acumen to make the most of his skillset
  • SHK at #4 even though he's primarily a strategist and it's the 6GG with the freedom to wage far freely who decided how things are done
  • Ka Rin at #5 despite coming up short at Kankoku Pass with every advantage she could've hoped for against Tou - who, again, broke the fourth wall AFTER Hara spent pages detailing how impressive his response was
  • Go Kei at #6 when the man threw his life away because his emotions got the best of him
and top tier Great Generals with decades of experience in the golden era of the Warring States making the bottom of your list, despite the fact
  • Ren Pa, the only "natural" Hybrid Type we have seen to date, has feats like defeating Gaku Jou with just 8K vs 50K and using Instinctual talent to solve Ma Gou's specially designed maze in practically no time
  • Ou Ki could conduct at various ranges both offensively and defensively, with most of his on panel decisions coming into response what the battlefield was giving him
  • Tou demonstrated his versatility and tactical awareness at the highest levels of warfare in every battle we've seen with cavalry movements, formations and personnel decisions

The biggest omission so far in this thread though is that DUKE HYOU's name is nowhere in sight. I can somewhat overlook Kei Sha and Gyou'un, but having the man synonymous with Instinctual Type warfare - the ultimately tactical cheat code - missing is inexcusable.

So just to get this straight we mean battle formation and stuff, right?
1: Riboku
2: Ouki
3: SHK
4: Ousen
5: Tou
6: Gokei
7: Renpa (hybrid so gonna put him below Ouki by a margin)
8: Karin
9: Go houmei
10: Rei Ou
11: Kanki

Outside of the Kochou battle I do not think Kanki has shown much tactical abilities.
All of these guys would be capable of forming their ranks, sending the cavalry for a flank, building a good offensive or defensive line if they are in a bad situation while Kanki will throw bodies at it until he can leave and find some innocent people to chop up so he's in a different category.
