I think that Miguel can take on Todo.
His Cursed Technique and physical strength are nothing to scoff at (though how his CT interacts with Boogie Woogie would be interesting). His physical strength is probably better than Todo’s.
Furthermore, Todo’s biggest advantage lies in team battles rather than one-on-one fights.

Keep in mind Todo took out two Grade 1s and a Special Grade curse during Movie 0 all by himself. That was with normal Boogie Woogie. Simce then he grew stronger in base as well and created a Boogie Woogie that even leaves Sukuna confused and disoriented

-Heian era Sukuna > Gojo. Gojo straight-up admitted he can't beat Sukuna even without 10S. Did you even read the manga?
- Yorozu > Yuki. Yozoru with Bug Armor has physicals on par with 16F Sukuna and a one-shot move that isn't suicide
-Maki = Toji, we literally got this spoonfed by narrator

-Geto is weaker than Toji and Maki. No RCT, no Domain, lost against a newly-minted Special Grade... Maki legitimately one-taps his ass
-Uraume = JP Hakari, they literally stalemated against each other
-Higuruma gets DESTROYED by Disaster Curses. Domain gets countered by their own, probably even overwritten, meanwhile Higuruma doesn't have any good techniques other than Executioner sword which is highly conditional while Disaster curses one-shot him
-DE Yuji is below Toji/Maki. Only reason he looked good against Sukuna is cuz his soul punches specifically weakened him. They also hard counter his Domain and he has to get off Black Flash for boost in power
