This depth of world-building is largely due to the vision of the series' creator, Eiichiro Oda, who has stated that he has planned out the entirety of One Piece's narrative from the beginning. As a result, every detail in the series is carefully crafted, and the world feels truly alive.
In contrast, Naruto's world-building, while also rich in lore, is comparatively smaller and less developed. The majority of the show takes place in the Hidden Leaf Village, with occasional visits to other locations. Although the lore is fascinating and the history of the ninja world is complex, it does not receive as much attention as One Piece's world-building. This lack of attention may be due in part to the fact that Naruto's creator, Masashi Kishimoto, did not plan out the entirety of the narrative from the beginning, resulting in inconsistencies and a lack of focus in later seasons.
Another strength of One Piece is its storytelling. The series has a well-planned and cohesive narrative that spans over 1000 episodes, with a clear beginning, middle, and end. One Piece has god-awful pacing, much worse than skippable filler. And One Piece world is only alive whenever the Strawhats move. The only arc we see characters outside the Strawhats and their allies is Egghead Island. Before that, the world only moved when they were present.

Also, recent arcs (and arguably most of post ts) says otherwise about One Piece "peak storytelling" with "tightly woven narrative". Ending of Wano and act 3 was dogshit.
