Probably because it’s a fuck ton of chakra. If it’s enough to constantly restore the reserves of kages and a jinchuriki then it’s more than enough to perform the genjutsu disruption on an insane scale.
The seal has been around since the time
of the Sage of the Six Paths. The base sharingan breaking out proves that needing Mangekyo is false. Any wielder of the seal is stomping someone who only has base sharingan.

The seal amps her physical strength and chakra pool something that is completely irrelevant and useless to breaking out of Genjutsu's so all of your points are pretty much irrelevant. And the base sharingan works because, hear me out, it's the main best doujutsu regarding genjutsus because of it's characteristics. So yeah, what's your point?
Exactly. The only known ways to get out of a Genjutsu are:
1. Realizing the weakness of the Genjutsu making it far easier to break. Which is why the Sharingan helps against the Genjutsu; because it can detect said weakness in the illusion.
2. Disrupting the chakra of the one affected. This is why characters such as Naruto and Bee are immune to Genjutsu, because they always have someone who can disrupt their chakra (aka the tailed beasts).
The hundred seal doesn't give any of those advantages to Sukura and thus, it's borderline useless against Genjutsu's.
