The Duke was a beast no doubt but i don't think that Houken has grown substantially stronger where he had performed any different against Ouki.

Houken was already stronger, faster, more agile and just the better fighter but Ouki still beat down on his ass.

Isn't that the entire thing about Houken. No matter how much he trains he falls short against the big dogs because he carries zero weight whatsoever

Renpa is undoubtedly, on par with Ouki. So he takes this high diff against Duke.

That version of Houken killed like that someone with weight and who could have given Ouki a run for his money lol. That should be enough to tell how strong he was at that time.

Anyways coming to my take on Renpa, he is surely a top fighter though I don't think he is as good as Ouki 1 vs 1. Him vs the Duke is an extremely close match.
