Restrict Fanart to Designated Threads

I can't be the only one that gets tired of trying to have a discussion in a thread, only for people to spam fanart.

Like nothing wrong with fanart, fanarts great, but if it spans pages, the discussion gets dropped/forgotten, or not seen. Plus, on mobile, it's a lot more scrolling.

Can it be made to keep it limited to it's own threads?
