In dressrosa when Robin was undercover with law, they see cpo. That îs also the arc introducing sabo the chief of revolutionaries staff. Then we see commanders introduced of revos, cpo and marines attacking baltigo and wrecking IT, BB pirates.

There have been teases since zou and now that Robin îs a huge target, and right now se got cp0 this arc in wano, revos are captured, Robin îs the light of revolution. Cpo also teased in wci


We going for revos arc with Robin captured again?

Right now they fight 2 yonkous and 30000 men, perfect time to sneak in black Maria room and steal Robin. Also oda did repeat pre ts, dressrosa was alabasta

Oda also teased the "three-eyed tribe" as people that can "read" the poneglyphs with their special power.
I think it was created as an alternative route for the WG or someone else acquire the ancient weapons.
Caribou also knows about Shirahoshi already.
Who knows what Oda is gonna pull off. :kayneshrug:
