I think Dragon was the son of Xebec's. However Xebec was really abusive and he ran away when he was really young( before god valley) and ended up in Garp's care. Garp raised Dragon as his son and eventually had him join the marines in the SWORD unit. From there he basically did what rocinante did and joined the Rocks pirates as a marine spy.

On the rocks crew, he learned some hidden secrets about the WG that caused him to become a revolutionary. Ultimately, he married Garp's biological daughter and took his name.
