Lurking legend is just the story about Rocks , which lurked because not too many know about it , it just lied down in the world of OP . It was shown many Marines don't know about Rocks for example . Also Sengoku said there is no information in the public record about them .
- and the former members of Rocks themselves don't like to talk about it because of they didn't get along well
- Garp also didn't wanna talk about it because he had to team up with a Pirate ( Roger ) , and protect the Celestial Dragons
- the God Valley itself was very likely destroyed until there's no trace left , after the battle by World Govt.
The lurking legend was also said to be connected to "the greatest enemy" so far faced by Strawhats , which is referring to Kaido , who was a Rocks Pirate .
