Wano was the "Country of Gold" back in Ryuma's day. But it the present it is gone. Even Kaido couldn't find any. That is because back in Ryuma's time the "city of Gold" was in Wano.
I'm still gonna stick to Nasujuro belonging from Wano and took away all the gold to World government.
That's why he's is " God Of Finance ".
Other than that I don't see any reason to why he would be given that ministry.
He brought the gold he should manage it.
