In Jaya, Luffy knocked out Bellamy with one punch, in Saboady Charlos. Both times Luffy had been told to not fight. Nami told him not to start anything in Mocktown (though she later changed her mind) and Hatchan had begged Luffy to not lay hand on a CD. Bellamy and Charlos forced Luffy's hand by attacking a friend of his. Bellamy robbed Cricket, Charlos shot Hatchan. Interestingly, Bellamy is later called the Bullet of Dressrosa and we are told that he brought a pillar of gold from Skypiea to Doflamingo. Charlos shoots bullets out of a golden pistol. Bellamy brought the gold to his idol and master, Doffy, who is of Celestial heritage. Charlos, himself a CD, is subordinate (even if he doesn't know it) to Imu, who is a Doflamingo like figure. Doffy actually sought to take his place. Charlos will probably go through a character arc like that of Bellamy.
Not just the short term villain were similar, both Arcs also introduced long term rivals to Luffy in analogues ways. Luffy dislikes Cherrypie in a bar, Blackbeard really likes it. Luffy really enjoys the ale there, Blackbeard hates that. In that bar, Luffy had refused to fight Bellamy, who had laughed about him. In Sabaody we learn that Kid, in similar situations, did the opposite. He killed anyone that laughed about his dreams. Yet he appreceates that Luffy boldly states his aim to become Pirateking. Blackbeard was also in favour of dreams. He said that the age in which pirates dream would never end.
The Arcs end with someone too strong coming for Luffy. Both times he and his crew are safed by getting thrown into the air. Blackbeard learns of Luffy's 100m berry bounty and decides to capture him. Kizaru his send to punish Luffy for touching Charlos. Blackbeard fails because the Knock Up Stream sends the Strawhats flying to Skypiea. Kizaru fails because Kuma sends the Strawhat flying to different locations.
