Zoro’s opponents:
-Edgy and No Personality
-Carrying swords but usually their fighting style isn’t sword focused.
-Background Character until they fight Zoro
-Dark Skin

But cunning / smart

- Mr2 wasn’t stupid and pretty cunning and smart with his DF.
- Jabra was cunning too and could play with his opponents
- Absalom was also a cunning bitch with his DF and use
- Queen was a genius scientist and cunning with his power

I would say its more apt to call them goofy which for some reason zorostans try to use to downplay them when that's not the type of series one piece is (or go queen is a scientist he isn't strong which is nonsense you can be a strong fighter stronger then someone solely focused on that field while being skilled in something else (law is a doctor but he is still extremely strong. )
And there are times where the trend has exceptions (zoro fought a goofy guy in enies lobby and arlong park while sanji fought the more serious one
