Sanji COC originally came from this



Then this theory was strengthened by


but the biggest barrier was that COC did not fit with Sanji's personality:


but now Sanji already has another personality, that is evil Sanji when he switches his eyebrows



this new personality perfectly suits COC



The proof is he ripped off S-Shark's arm without hesitation, which Zoro tried his best but was not successful




now we have a new Sanji version without breaking his personality :

Roger & Shanks Signature Attack is called "Divine Departure"
It's a Direct Statement that They are considered "Divine"

Luffy is Sun God, Zoro is Demon God & King of Hell, Usopp's Epithet is God (And He will probably Surpass Elbaf's God in leading Giants Army)
Hence why these Three were obviously CoC Users

Doflamingo is a Celestial Dragon who are considered Gods
All Celestial Dragons can have CoC, however it only Awakens in those who Choose to Fight
So expect Imu, Gorosei & Holy Knights to also be CoC Users

Yamato is Guardian God of Wano, Sengoku is literally Buddha
And even Chinjao clearly represents God of Fortune in both Design & his Treasure
Same goes for Hancock who is like Goddess of Kuja & Beauty, and She is inspired by Medusa whose Parents were Gods

Same goes for Dragon God Kaidou & Big Mom whose Mythology References are countless
And i'm sure that Kid will also have some Godly Theme sooner or later
And We have Oden & Momo who are supposed to Rule Wano, a Land that clearly is presented as World Changing
Momo's Name literally means Someone who stands above the Rest
... etc

CoC Users are King/Queens, Gods/Goddesses, They are OP World's Pantheon
I'm not saying that Every King/Queen or anyone with Divine References or Connection must be a CoC User
However, it's clearly a Requirement to be One among other things

Sanji was never presented as a Godly Ruling Figure, actually Diable & Ifrit are references to Demon Servants (Ifrit for example is only mentioned in Quran, and He was One of King Solomon's Best Servants, never mentioned as a Leader)

You can also notice that CoC Users always aim to strengthen their Willpower, it's literally Usopp's Dream, Zoro's & Luffy's Theme (Which was even Highlighted in Baratie Arc & Sanji wasn't Included), and same for Characters i mentioned above, while Sanji on other hand found his Inner Power thanks to "Science", not Willpower

There is Greek Mythology & Pantheon, Norse Mythology & Pantheon, Egyptian One ... etc
Oda is also creating a Mythology & Pantheon of Gods for his Manga Universe inspired & mixed from multiple Sources.
Sanji is simply not one of them

It's a 50-50 that Sanji could unlock CoC.

AdCoC coating is practically Nill though.

If he ever unlocks CoC, he has more of a chance to unlock the presence killing CoC than the CoC coating.

Personally I don't see Usopp getting CoC but I agree with the rest.

Even though the epithets do seem common amongst conquerors as you said, I think personality and demeanor matters more than being referred to as Gods and kings and whatnot.
We saw from Doflamingo's flashback that he was built different from his parents and brother, I'm not talking about psychopathy BTW. In the face of death, he said he'd kill all the mobsters.

While I don't think sanji is getting conquerors haki, Ussop getting conquerors haki while Sanji not getting it is disrespectful to Sanji.
Heck, Ussop getting conquerors haki is disrespectful to conquerors haki itself lol.
