Genetic Engineering Isn't that High Yet
Genetic engineering in this story isn't at a point where someone can just give humans abilities to do things like produce/control light, produce/control electricity, and produce/control poison (or to turn their body into a winch). I don't believe Vegapunk or Judge has the ability to do that.

Vegapunk Couldn't Do It
That sort of science is even higher than Vegapunk's research and experiments involving Kuma, Kizaru, and the Pacifista. In order for Vegapunk to reproduce Kizaru's abilities in them, he had to integrate his ability into each of them mechanically. What Judge has supposedly done here is integrate such abilities into actual humans and not cyborgs. The only way I can see them doing that is by using devil fruit lineage factor.

Sanji's Latent Powers
Sanji' exoskeleton was just the beginning of a transformation occuring in him. The other siblings all developed unique abilities resembling devil fruit abilities along with the exoskeleton. The next stage is he will "unlock" his own devil fruit. As to what it is, it could be anything.

If Sanji got a devil fruit ability in this context, what kind would you want it to be? Hypothetically speaking.

Sanji has superior physical traits to 99% of Zoans and abilities on par with Paramecia.

The essence of the Germa motivations is Vegapunk’s Lineage Factor discovery.

According to judge, the modifications enable infinite growth in abilities so long as they are trained.

Sanji’s Germa feats already far outstrip his siblings. The mfer had Power of Love and Oda is still playing coy about the source of his flames as recently as SBS 105.

What is actually happening to Sanji must be connected to his fire abilities. The easiest way to connect everything is Sanji being a human/lunarian hybrid. Sora having lunarian blood, the drug she took having something to do with lunarians or a lunarian DF being the fruit Judge was using for Sanji would all explain what is happening to him. Also, that Mother Flame needs a lunarian master

Yeah, that's what I'm getting at.

Germa are basically inferior Seraphims, although both have infinite potential - supposedly.

I'm saying the abilities Judge intended to give Sanji could have been based on Vegapunk's research on the Pika Pika DF, and that could explain why Sanji could destroy a laser - a scientific impossibility.

Maybe that light based ability is why he can light on fire also.

It's too much to explain.
- Basically, if we assume Judge only stole the research for Lineage Factor and didn't improve on anything else, then all he was able to do was make superhumans with genetic engineering.

With the gravity-based fruit, I was just being optimistic. I'm sure someone could come up with something to explain how gravity could benefit Sanji in some way.

Yes lol and Sanji did transcend the raid suit already, so there probably isn't any more to it. There shouldn't be anything to gain. All the raid suit did was invisibility along with adding some minor technological bonuses with the accelerators in the boots and the cloaks having a shield.

Queen reproduced their abilities with technology, but theirs are genetic modifications rather than a form of technological implementation. Except, in Sanji's case. Sanji's raid suit didn't require a genetic enhancement. The raid suit itself acted like an accessory that turned him invisible rather than the other way around.

Like, that ability to turn invisible, in my mind, should have come from Sanji himself. They all have swirls on their eyebrows and Oda alluded Sanji is basically a living devil fruit before. Well, he seemingly didn't manifest any devil fruit ability at all. He just went really fast and "poof" he was gone thanks to enhanced speed from the super strength/durability and the exoskeleton.
