If we're talking about standalone moments then probably Zoro
In the beginning it felt like Oda was painting a pretty good picture of what it would be like for Zoro for the rest of the arc
Funny moments, learning about Wano, traveling by himself and getting to know the people, growing attached, etc
It really felt like this was Zoro's arc at the beginning (as much as it could be since Oda is the biggest Luffy fanboy on the planet)
Again, at the beginning
Once they got to Onigashima it felt like Zoro fell back into his usual role
Fight the second strongest guy and take him out
The Rooftop section was an added bonus but at the end of the day that's the meat and potatoes of what he did during the war
All of the great moments that Zoro had that could've led to something led to absolutely nothing
He didn't visit Ryuma's grave, we didn't learn about his past, he didn't avenge Yasuie (this would've been fine if Hiyori was actually the one to do it lol), he didn't round up the Samurai, he didn't lead the charge (growth as a leader), he didn't defend Wano from the WG like Ryuma did in the past, etc
I think when people say Sanji had "better" character moments it's because of the lack of expectations Sanji fans had in an arc everyone thought would be about Zoro. Most Zoro fans (even the ones that powerscale) left Wano disappointed because of the amount of dropped plotlines that he had even though he had far more panel time than anyone else in Wano excluding the main character
So I think I'd have to give it to Zoro even though Sanji had much better moments than I thought he would
