Kizaru gave Saturn Luffy on a silver platter ready to be killed and he only was saved by his crew
That is what is looks like what Kizaru was supposed to do.
Saturn told Kizaru don't kill Luffy just get him in the condition where I can kill him myself.
That's why Saturn is telling Kizaru "It took longer than expected" aka him getting Luffy down.
If Kizaru wanted he woulda destroyed Luffy with Awakenned.
Remember Kizaru wasn't awakened and was in troll mode
