In-verse, it's not debatable. Hancock has never shown the level of presence that Shakky has. The story even states that no one before Shakky has reached her level of popularity.
Everyone is entitled to their opinions, but the salt is obvious. All this Shakky focus is building up to a big Rayleigh moment, so expect more salt from the usual suspects.

Look at how Gloriosa and Miss Buckin aged compared to Shakky. Those two didn't have their love reciprocated by the men they loved.

I think the difference here is Shakky actually has normal human personality and can be nice to people. Boa Hancock is objectively more beautiful but she's insufferable. People lust over her but I feel like people could genuinely fall in love with Shakky.
Boa is insufferable, it's kinda an ugly trait if you have interacted with such women. Funny thing is Nami is also very beautiful and she has those type of traits too while Robin is kinda more warm and natural.
