It is interesting when you realize how those 2 have plots pretty similar to each other in One Piece.
Both are dad figures to Luffy. Both are the reason he became a pirate. Both are connected to WG and at some extend to Teach.
Of course Dragon is the real dad of Luffy while Shanks is the real reason he became a pirate. But Shanks represents much more of a father to Luffy while Luffy could have became another thing if Dragon was present in his life(probably a revo).
Dragon has much more plot to do with WG while Shanks has much more plot to do with Teach. But Teach for some reason attacked Revo's base while Shanks for some reason is respected by Sengoku and is having a meeting with Gorousei.
Now talking about One Piece as a whole. In every arc we need Luffy to have some emotional connection to beat the main villain. Luffy connection with Coby to beat Alvida, Zoro to beat Morgan, can't say much about Buggy but Usopp to beat Kuro and so on.
What will be the connection for Luffy to beat Teach and Im?
He won't beat simply because WG opposes freedom. He is not like that. All his arcs he is doing things that will help his friends not anyone he finds on his way.
He could beat Teach because of Ace. But Teach only gave Ace a beating. Akainu was the real killer. And 2 years after that he is already over it. I don't think Luffy will fight/defeat Akainu but he will need another connection(Sabo) to do it.
That's where Shanks and Dragon comes in.
Since Shanks is very related to Teach he may be the reason why Luffy fight and defeats Teach. But since he is having connection with WG they can betray Shanks(because he is a pirate, who cares) and Luffy will fight Im because of him.
And the otherside will happen with Dragon. Although Dragon has more issues with WG but was attacked by Teach, he will be the reason Luffy will revenge his father.
Of course Shanks connection to Luffy is much stronger than Dragon's. Maybe Shanks can be the reason of both events to happen since Teach can ally with WG(hard doubt) to kill him.
