Queen vs Sanji can't happen on sole reason that Queen can't keep Sanji in check.
Sanji can just fly up and go help fight against Kaido.
Or during their fight Sanji can just fly up and rest and Queen can't do shit about it. That just removes the "danger" of the fight.

Same with King vs Zolo. Zolo has absolutely nothing to keep King in check from reaching Kaido and helping him.
Zolo needed Usopp's help just to reach and cut Punk hazzard dragon- and that dragon was waaay bigger than King.
Zolo couldn't keep up with Pica, what's he gonna do vs King?


Sanji vs King- both stop another one from leaving the fight and helping in Kaido fight.
Zolo vs Queen- both grounded opponents keeping each other in check
