I don’t think Shanks is truly in league with the gorosei, however I believe Oda will give him the portrayal of a gorosei: a planet name, immortality, and a mythical zoan.
Basically, Luffy beats at least one character of every faction. He beat multiple shichibukai, a member of cipher pol, two yonko commanders, a yonko, and he recently seemingly defeated Kizaru.
I think Shanks will be Luffy’s victory against a “Gorosei”.
I think Shanks formed a temporary alliance with the gorosei when he snitched(likely on teach). In return for snitching, I think Shanks received a mythical Zoan fruit.
I think the Gorosei are going to try to use Shanks to get rid of Teach and Luffy, who Imu both views as a threat. Shanks accepted because he hates Teach and Luffy already said he would surpass Shanks in chapter 1(meaning he’s going to have to fight him eventually).
I think Shanks will form an alliance with Buggy, as they said they would reach Laugh Tale together. This will set the ground for Zoro vs Mihawk. Shanks will fight Luffy as Luffy’s final obstacle to one piece, while Zoro will fight Mihawk as his final obstacle to WSSM.
Also, I think Shanks will capture Law and force him to give Shanks immortality. Basically giving Shanks the same skillset as the gorosei.
In order to surpass Shanks, Luffy will need to learn to bypass immortality. Basically this will make it to where Luffy has already surpassed most of the gorosei by the time he faces Imu in the final war.
Similar to how Luffy beat two YCs before Zoro and Sanji beat one, he will also beat a gorosei tiered character before Zoro and Sanji as well. This will leave Imu as Luffy’s final obstacle in the series.
