Speculations Shanks in Film Red and Pirate Warriors was overpowered?

Don't know about PW Shanks, but FR Shanks' performance in the movie seems overrated to me at least against the Admirals.
He surprised Kizaru but the latter reacted to him and clearly wasn't willing to fight at the time. Which would still be bad if not for this:
He and Fuji were pretty much willing to square up after the main job (capturing Uta) was done, only leaving because of wanting to avoid civilian damage.
Ironically this movie also shits all over the "Shanks can paralyse and wifi haki Admirals" claim, since both Kizaru and Issho tanked point blank the haki that allegedly negged Ryokugyu.
And that's not getting into how suspect all of Shanks' interactions with WG people are, considering what we know about him now.
