Loki speaks as if telling Luffy where Shanks is would enable the two to meet up. Redhair Pirates must be close. I think they are in the Heaven World. What else is there?
At first, most assumed the Heaven World was the seat of the royal family. We know now that the Royal Castle is in the Sun World. The current regent, Jarul, is in the Sun World. Saul and Gaban are in the Sun World too. Only mysterious character who could be in the Heaven World is Mosa, but Mosa alone wouldn't be such an exciting reveal.

Maybe abvove the Sun World, the protector of Elbaf lives, who might be as beloved by the giants as Loki is hated. The Underworld is the residence for prisoners, alot like the WG's underwater prison Impeldown. The Celestial Dragons live on top of the Redline, the highest spot. Shanks is a Celestial Dragon. His kin are highlanders. Maybe he resides at the highest spot on Elbaf.
