Your logic for Mihawk having ACoC is the fact that Zoro unlocked it in Wano so his final opponent is guaranteed to have it (which is a fair logic I agree with) but Shanks who is the man Luffy is trying to surpass by becoming PK isn't a great pirate when Luffy alr is? Shanks is the PK of this era and the freest man on the seas till Luffy surpasses him.
