SWORD are most probably led by Sengoku
Oda didn't make him a CoC User with Reigning Justice just for show, he also is supposed to represent Buddha
His Comment about Wano was another Hint that Sengoku have some interest in Wano Lore
He also was like a Father-Figure to Corazon who was against CDs
Aokiji is also suspected to be a working with SWORD or at least being a Spy
And Sengoku was the one who wanted to make him Fleet Admiral
So imo Sengoku is Leader of SWORD
And their Purpose is to Investigate Marine Corruption (On High Level), while also trying to figure out WG's Plans that go against Marines Code
This might seem like a Ridiculous Idea, but you need to understand few things:
1. Koby proved himself when he stood up against Akainu, which was most probably led to him being recruited to SWORD
2. Certain People wanted Akainu as Fleet Admiral (There is a Hidden Agenda here)
3. Aokiji who has Lazy Justice who didn't mind fighting Side by Side with Akainu was completely against Akainu being Fleet Admiral
4. To the point Aokiji preferred to leave Marines, and don't tell me cuz he is Good Hearted, Garp is The Hero & he didn't leave Marines
5. Oda apparently added Akainu's Daughter to SWORD, that's like the Third Marine related to Akainu who is in this Squad
6. X-Drake refused to reveal his Secret Mission even though his Cover was blown & Kaidou/Beasts Pirates Lost !!
All of this clearly indicates that SWORD Purpose isn't about Investigating Pirates, cuz otherwise Drake wouldn't hide his Purpose when things went to Hell in Onigashima, they are instead Investigating Marines, and anything lower than Vice Admiral isn't much of a Problem, same goes for Vice Admirals cuz they can be dealt with easily, it clearly shows us that the Marine being Investigated is none other than an Admiral & seeing all SWORD Members so far, it's clearly Sakazuki Akainu & this is why we had that Fleet Admiral Problem Sub-Plot
Oda even made sure to show us that Sengoku doesn't have Authority to appoint a Fleet Admiral or remove an Admiral, as he had to go ask Kong, in other words, Admiral & Fleet Admirals Rank are under World Government Control
And at first, you might think that Akainu is suspected for working with Celestial Dragons, but he clearly isn't, he clearly hates them & prefers if he was the Ruler instead, that's where Drake's Secret Mission comes in!
Kaidou & Akainu are actually secretly working together! Drake was Investigating their Alliance & Plans
And their Goal is to take down Imu & WG, in other words both Akainu & Dragon have same Goal but are using different Tactics
And this is why Akainu hates Dragon so much, it's cuz he is only one who can ruin his Plan to replace World Goverment & Rule the World
Absolute Justice isn't sitting in a Desk & giving orders to Marines
Akainu represents the Ultimate Absolute Justice & nothing will satisfy him except sitting on Empty Throne
Oda even makes sure to keep reminding us that Akainu doesn't like his Job as a Fleet Admiral, but he doesn't want a Lower Rank, he wants Higher, much Higher. And there are many possibilities for who could be Secretly his Ally among World Goverment Agents
You might ask, how the hell did Akainu & Kaidou meet?
Well this is why we have an Arc currently that is showing us Akainu, Bonney, Kuma, Mary Geoise, SWORD, Garp ... etc
It's cuz a Major Incident happened in Kuma's Kingdom
Akainu knows Bonney & if you notice her Picture as a Child, it clearly shows that she was found by someone & taken care of, who was most probably Akainu, & since she is Kuma's Daughter, then he most probably went to Kuma's Kingdom
Fujitora hates Shichibukai System, meaning he knew one of them before & saw a Deal that WG secretly made with him which led him to hate both Sides & he blinded himself (He believes both Sides are wrong), that's obviously Kuma
(Oda even showed us a Call between Fuji & Akainu at the End of Dressrosa & made sure to draw it in Volume Cover just to insert the idea that they have Opposite Views on things)
Kuma is also one of Founders of Revos Army alongside Dragon, whom Akainu clearly hates so much.
Also if you Bonney was raised by Marines & her Father became a Revo, why did she became a Pirate?
She clearly was inspired by someone & looking at her design, i believe she was inspired by Big Mom
The moment i thought of Big Mom, my head took me to Rocks Pirates, so what's the relation here?
Aokiji who is suspected to be working with SWORD, joined BB Pirates, right?
And you can notice that BB is trying to follow in Xebec's Footsteps
What's common between them is how they recruited the best crew they can find
But what did Xebec do after that? He attacked CDs
However, did anyone ask before what BB did "Before" he started his Impel Down Plan? He attacked Chopper's Island
In other words, if BB is mirroring Xebec, then that means Xebec attacked a Kingdom before he created his Ultimate Crew
That Kingdom is clearly none other than Kuma's Kingdom!!
Notice how in Drum Kingdom, BB's Attack led to Royal Family escaping (Wapol) & it eventually led to Dalton replacing him
Which matches with Kuma's Picture as a Child, go check it, he clearly doesn't look like Royalty at all
Meaning that he became a King through some other means (Oda even made him have similar body design to Dalton)
The Royal Family was forced out by Rocks Pirates & then Kuma replaced them much later
We could analyse further & see what we discover more about Kuma, but one thing is clear to me
Kuma's Backstory included Dragon, Akainu, Fujitora, Rocks Pirates, World Government Vegapunk, Bonney ... etc
It's gonna be a Huge Reveal that was clearly prepared since always to connect multiple Major Characters of Final Saga
A lot of Deals were made back then, between multiple Characters
It's like the Incident that convinced each one to pick a Side & have their own Personal Goals
And imo, as ridiculous as it sounds, Kaidou & Akainu are Allies! And SWORD were created to stop this Marine Corruption
(Kaidou's Final Attack being Magma was another Hint)
This is also why Oda kept Kaidou & Shanks Meeting still hidden, cuz this Theory could suggest that Kaidou truly wanted to take down WB Pirates cuz he didn't want Marines to lose (Also remember that Kaidou is the man who was captured dozens of times by Marines, so it's possible that he was having Secret Meetings with Akainu multiple times)
