Controversial Shanks triple agent?

For a long time people being speculation about Shanks being double agent and having this 20 years future sight where he planned every single little step in order to make Luffy the Sun God Nika and somehow this helps his goals, whatever they are. Which would mean Shanks is secret a villain. Which never made any sense to me, it was always a stupid theory.

BUT!!!

What if he was actually being a triple agent? Pretending to be a villain but in reality just being one of the good guys?

It is clear as water that Shanks is good. The most important years of his life he grew up with Roger's crew. There was where he build his character, his values, his moral etc. After Roger's death he joined Holy Knights (he didn't became one but was doing the same things as them) and started to pretend to be one of them when actually he was using his position to help people around the world against the tiranny of Celestial Dragons.

And we know how fucking retards the whole World Governament are. Even after Shanks disappeared and showed up as a pirate, even to the point he became strong enough to be considered a Yonko, those fucking idiots still receive him like he is one of them for a meeting. So what does that means? Probably Shanks, who is actually smart, is pretending to give them informations to keep their trust while in reality he is just plotting against them.

Shanks is not double agent, he is triple agent. And only someone as dumb as a Gorosei would not doubt about him.

Because your mistake is thinking Shanks' goals are evil. But he is, if you want, a "good" Aizen--he orchestrated all the proper circumstances for Nika to emerge and finally be victorious. Shanks isn't using Luffy for evil, but to free the world from IMU and the CDs' corrupt society, once and for all.

A "third agent component" could arise if, aside from being a pirate carrying Roger's will infiltrated as a CD/HK doing the bare minimum to gain IMU's trust/obtain necessary secrets, Shanks were also working with the Revolutionaries. But I don't know if that makes any sense, given that Dragon didn't seem to know anything about IMU during the Reverie.

He is using a random one for any purpose already makes him evil.

I'd elaborate something but I can't because of One Piece ass writting. Usually such God fruit would have people hunting him down for it but WG gave 0 fucks until now. And even know they don't care much about it. Luffy is the eternal underdog no matter how much the plot advances. He is already Yonko, he has a fucking God DF, yet no one treats him as a real threat.

Anyway, the point of being triple agent is that Shanks is a pirate (single agent) who works for World Governament (double agent) in order to trick the World Governament to make the world a better place (triple agent).

The introduction of Shamrock and Garling def killed the idea of him being a villain but yeah he is definitely looking like a triple agent or at least it’s possible, using his privilege for good good deeds.
What bothers me is that how he still have such privileges even after becoming a pirate AGAIN and ascending to the Yonko level.

Shanks is not a double or triple agent he just wants Luffy to fulfil Joyboy Will. Like anyone that doubts that are dumb and it's tells me your lvl of reading comprehension.
To the world he is a pirate (first agent), to WG he is a spy (double agent) but in reality he is playing with WG (triple agent)
