Theory Shanks will create an alliance with Buggy, reviving the Roger Pirates

In Wano, Luffy fought the revival of the Rocks Pirates. This is how the alliance between BM and Kaido was framed.

I think Luffy will similarly face the revival of the Roger pirates in the next few arcs, created by an alliance between Buggy and shanks.

As Shanks stated, he wants to go to Laugh Tale alongside Buggy. While Buggy is currently Shanks's rival, I believe that Shanks will ultimately convince Buggy to ally alongside him. After Luffy beats Blackbeard, this alliance between Buggy and Shanks will make Shanks the closest pirate to the One Piece. Luffy's final obstacle.

I think this could all come to a conclusion in Lodestar, the final Island.
Luffy will defeat Shanks and become PK
Zoro will beat Mihawk and become WSSM
