Two yonko teaming up is a threat bigger than gol D Roger or Whitebeard, according to brannew. The marines seem to be tied, with forces in the mix of taking out the shichibukai, dealing with alabasta, and possibly escorting sabo to impel down(fujitora), they are incapable of dealing with the threat that is the revival of the rocks pirates. However that doesn't mean that this is the case with the other yonko or the WG.
The gorosei, who idealize the balance between powers and strive to protect that balance, will see the rocks's revival as an immediate threat to the WG, especially due to the fact that Kaido seems to share his former captain's goal of conquering the world. And that brings us to shanks. The gorosei have ties with Shanks, we saw this during reverie, where shanks came to the gorosei to warn them about a certain pirate. As to who this pirate is, we don't know, but Shanks clearly has an issue with this person. A secret alliance between the WG could have been formed. We know that the WG has some sort of quid pro quo with kaido and BM, one with shanks wouldn't be surprising. This along with the fact that the revival of the rocks is far too much of a threat for Luffy alone to handle indicates that Shanks could get involved in wano, either by means of a deal with the gorosei or of his own volition(or even possibly both).
Regardless this brings up the question of what shanks's role in wano would be. While I think its possible for him to clash with BM and kaido, those guys will ultimately be taken out by the alliance, so shanks won't be defeating them. One of his roles will obviously be advising luffy. Motivating him to beat BM and kaido once he realizes the sheer impossibility of his situation and possibly showing him advanced CoC techniques that Luffy will later master by himself. But beyond that I see his special ability could play a big role in this arc.
There are numerous hints that shanks has teleportation powers. His arrival at marineford was especially strange due to how long it should have taken him to reach. What's more is that when asked about this directly in an interview, Oda chose not to answer the question. If he does in fact have teleportation powers, I think shanks could play a monumental role in helping bring allies to Wano kuni so to help Luffy beat kaido.
the current alliance cannot beat the combined forces of big mom and kaido. It is impossible more people need to come and that is what shanks will do. Through his abilities, he will bring the grand fleet, the marines(led by garp), and possibly even the revolutionaries all to stop kaido and big mom. essentially, he could do the avengers endgame thing
